Go-Live Announcement: “Declaration Amendment Fine Waiving Facility”
In line with Dubai Customs’ Advanced Cargo Information (ACI) initiative and as part of ongoing efforts to promote pre-arrival submission of Customs declarations, Dubai Customs is pleased to announce the implementation of a Declaration Amendment Fine Waiving Facility for sea cargo declarations.
Under this facility, customers will be eligible for an exemption from the declaration amendment fine, subject to the following conditions:
- The sea cargo Customs declaration is submitted prior to vessel arrival; and
- Any required amendment to the declaration is completed before or within 72 hours of vessel arrival.
For eligible cases, the declaration amendment fine of AED 500 will be waived and will not be charged.
This initiative is intended to encourage customers to arrange all necessary shipping documents—such as the Bill of Lading and Delivery Order—and to submit Customs declarations in advance of vessel arrival. By doing so, customers will have sufficient time to make any necessary amendments within the permitted timeframe without incurring amendment fines.
The Mirsal system has been enhanced to support this facility, which will be effective from January 25, 2026.
Dubai Customs kindly urges all customers to begin filing sea cargo Customs declarations prior to vessel arrival to benefit from this amendment fine waiving facility and to support the broader objective of pre-arrival Customs clearance.
