Extension: Temporary 24/7 Truck Access Across Dubai Roads
Dubai's Roads and Transport Authority (RTA) and Dubai Police have announced an extension to the temporary lifting of truck movement restrictions.
Trucks will continue to be permitted to use all roads across Dubai around the clock (24/7) until Sunday 8 March 2026.
Please note that the following exclusions remain in place:
Airport Tunnel
Al Shindagha Tunnel
Normal truck restriction regulations will resume on Monday 9 March 2026.
We encourage customers and transport partners to continue taking advantage of these extended driving hours to support time-sensitive collections, deliveries and supply chain continuity across Dubai. -

Further to our earlier circular on the temporary import arrangement via alternative UAE ports, containers discharged at Khorfakkan port and Fujairah port destined for Jebel Ali will be transferred by road via bonded trucking, coordinated by DP World Logistics.
This applies to both Import and Transshipment containers intended for further processing at Jebel Ali. Your existing customs, delivery, and terminal charge processes through Dubai Trade remain unchanged.

Import Arrangement via Alternative UAE Ports
In light of the current regional situation and as part of our contingency planning to support the continued flow of cargo, DP World has put in place a temporary arrangement to facilitate the handling of import containers.
Under this arrangement, customers may discharge import containers at Khorfakkan Port or Fujairah Port. DP World, in coordination with shipping lines and the relevant authorities, will arrange for the containers to be moved under bonded road transit to Jebel Ali Port for final clearance.

Upon arrival at Jebel Ali Port, final import customs clearance and duty payment will continue to be processed through Dubai Trade in line with the existing process.
Please note the following:
- Final customs clearance will be carried out at Jebel Ali Port.
- This arrangement applies to both import and Free Zone shipments.
DP World has implemented this arrangement in coordination with the relevant UAE authorities to help maintain cargo movement and minimise disruption to trade.

Operational Controls for IMDG Class 5 Import Containers
With ref to DPA Circular No. 4 for 2022, please be advised that we are implementing formal operational controls and system handling procedures for IMDG Class 5 import containers in cases where the required No Objection Certificate (NOC) from Dubai Ports Authority (DPA) is not available. These measures are being introduced to ensure the safe, compliant and efficient handling of such cargo whenever the mandatory approval has not been obtained.
If the DPA NOC is not available at the time of submitting the discharge list, a warning message will be generated in the system to alert the shipping agent. Shipping agents are required to obtain and submit the DPA NOC prior to the discharge cut-off time to avoid cargo shut-outs. In the event that the NOC is still not received by the discharge cut-off time, the container will automatically be converted to Remain On Board (ROB) status, and the corresponding charges will apply.
IMDG Class 5 import containers shall not be permitted to be discharged without a valid DPA NOC
Customers, shipping agents, and all stakeholders are requested to ensure timely submission of all mandatory approvals and documentation to avoid operational delays, system restrictions, or automatic status changes.

In light of recent regional developments and following the direction of relevant government authorities, port operations at Jebel Ali Port have been temporarily paused as a precautionary measure.

We can confirm that normal operations have resumed across Terminals 1 to 4 as of 18:00 (GST) on 1 March 2026.
Our teams are continuing to monitor developments closely and work in close coordination with the relevant authorities.
At the same time, enhanced safety and security measures remain in place across Jebel Ali Port.

Port Safety Requirements & Guidelines for IMDG Class 5 Cargo

In line with the circular published by the Environment, Health, and Safety department (EHS) “Port Safety Requirements for IMDG Class 5 Cargo” (EHS-PM-04-2022), all port users are requested to strictly comply with PCFC-EHS safety requirements and the International Maritime Dangerous Goods (IMDG) Code compliances for Import, Export and Transshipment of IMDG Class 5 Cargo.
IMDG Class 5 substances can be liable to explosions, decomposition, burn rapidly and be sensitive to impact or friction and react dangerously with other substances. Hence, adequate control measures shall be taken to prevent accidents considering all potential hazards and risks.
Port Storage Requirements for IMDG Class 5 Cargo
Import
Containers shall only be accepted in the Port on Direct Delivery Basis – Storage in Port is strictly not permitted.Export
Containers shall be loaded to vessel from Port within 3 Days.Transshipment
Containers shall not be stored in the Port for more than 7 Days.Note - Status Change for IMDG Class 5 containers is not permitted.

This is a regulation by authorities and supersedes any other free-time arrangement with the port. In the event of a violation, PCFC-EHS are authorized to take enforcement action against the shipping agent, including financial penalties. -
Temporary 24/7 truck access across Dubai roads
To support the logistics sector and help maintain the smooth flow of supply chains across the Emirate, please note that:
- Trucks will be permitted to use all roads across Dubai around the clock (24/7) until Wednesday evening, 4 March 2026.
- The two exclusions are Airport Tunnel and Al Shindagha Tunnel, where the normal restrictions apply.
- Normal truck restriction regulations will resume on Thursday 5 March 2026.

Customers and transport partners may take advantage of these extended driving hours to support time-sensitive collections, deliveries and supply chain continuity across Dubai during this period.
RTA and Dubai Police have also called on all truck drivers and transport companies to comply with traffic instructions and applicable regulations and to cooperate with the relevant authorities to support road safety and smooth traffic movement across Dubai.
